Property ownership and residence permit

In short

Owning property in Turkey does not by itself confer a residence permit. A short-term residence permit application can be made on the basis of ownership; as of August 2026 the property value threshold sought for this route is 200,000 US dollars.

A residence permit and citizenship are two separate routes and should not be confused. The citizenship-through-property route requires a minimum of 400,000 US dollars and an annotation that the property will not be sold for three years. A residence permit is a time-limited right to reside, not citizenship.

There is a second restriction on residence permits. To prevent concentration of the foreign population, the Directorate of Migration Management applies registration restrictions at neighbourhood level: since 1 July 2022, neighbourhoods where the foreign population exceeds twenty per cent of the Turkish citizen population have been closed to new foreign registration. That list is reviewed periodically and changes.

Why it matters to an investor

The question to ask before buying is this: will this address be open to residence registration at the date of application? For a property bought purely as an investment the answer changes nothing, but for one bought to live in it decides everything. The answer is given at neighbourhood level and changes over time.
